这几年，一直有一种说法，就是日本的贫困人口，其实比中国还要多？为什么？

昨夜看了NHK报道的一条新闻，由于受新冠病毒疫情的影响，一部分因此失业或减少了收入，使得房租难以支付。为此，在过去4个月间，向政府申请房租补贴的人达到了5万多，比2019年同期，猛增了90倍！
看了这一条消息，才知道日本还有“住居确保给付金”制度，你没钱付房租，叫政府替你付，而且你还不用还，理由很简单：必须保证每个人有房住。
这几年，一直有一种说法，就是日本的贫困人口，其实比中国还要多？
日本人口总数是1亿2600万，贫困人口是多少呢？政府公布的数据，是2000多万，也就是说，日本的贫困率已经达到了16%。
而根据中国国家统计局2020年1月23日发布的数据，2019年末，全国农村贫困人口为551万人，比上年末减少1109万人，下降66.8%。
于是，许多人感觉到很奇怪：日本真的有这么多穷人吗？我去日本时，为啥没有看到过乞讨者？
其实，中日两国的贫困标准不同。我们中国是按现行农村贫困标准测算的，而日本是按照“相对贫困标准”来测算的。
那么中国的农村贫困标准是多少呢？2019年，是年收入低于3747元人民币，也就是每月收入为312元人民币以下的人群，为贫困人口。
而联合国定义的贫困标准，是每天的收入低于1.9美金（约13元人民币），这个标准跟中国政府制订的农村贫困标准差不多，也就是说，是按照“绝对贫困”标准来计算的。新中国成立以来70年间，中国有7亿人口实现了脱贫，尤其是2012年以来，中国贫困人口已经从9899万人减到2019年年底的551万人，今年再要帮助这551万人实现脱贫，这是世界减贫史上的伟大奇迹！
那么，日本的这2000多万贫困人口是怎么算出来的呢？
主管福祉事业的日本厚生劳动省称，日本是按照“相对贫困”标准计算出来的。
那么，什么是“相对贫困”标准？日本政府指的是年收入低于国民平均收入50％的人口，属于相对贫困者。而世界银行制订的“相对贫困”标准，是低于国民平均收入的30%。
那么，日本目前的国民平均年收入是245万日元（约15万7600元人民币），这就意味着，年收入低于122万日元（约7万8400元人民币）的人口，均属于“贫困人口”。
年收入122万日元，也就是说是月收入10万日元（约6400元人民币）。在东京生活的话，租借1间简易公寓楼房间（アパート、一室带独立卫浴间，有厨灶），一月房租4万日元（约2600元人民币）也可以搞定。剩下的6万日元，就是生活与交际费，一般生活绝对能够应付。如果拿这10万日元去农村生活的话，那就可以住两室一厅，可以养活一家人。
所以，中国的贫困人口，主要集中在农村。而日本的贫困人口，主要集中在城市。
那么，日本的贫困人口主要是哪些人？
第一，是“非正规雇佣者”，也就是合同工和临时工。日本从小泉内阁时代开始，引进美国的劳动制度，打破了日本传统的“终身雇佣制度”，结果导致了企业内部“契约社员”（合同工）、临时工等非正式工人数的大幅增加。根据厚生劳动省公布的最新数据，2019年，全国正式工是3494万人，比上一年增加了18万人。但是，非正式工也达到了2165万人，比上一年增加了45万人。这就意味着，非正式工的比例已经占到了全国员工总数的45%，这其中相当一部分人的月收入，达不到10万日元。
第二，是单亲家庭。日本企业中，有孩子的单亲母亲作为正式工雇用的比例，只有43%，大部分人，是作为非正式工。单亲母亲既要照顾孩子，又要工作，所以多数人是临时工，而且一天能够打工的时间有限，月收入普遍不到10万日元。
第三，是收入低下家庭的孩子。目前日本单亲家庭的贫困率已经达到了50%。日本文部科学省的统计数据显示，全国中小学生中，贫困学生的比例已经占到了5.2%。
第四，是老年人群体。厚生劳动省提供的数据称，65岁以上老人的贫困率为27%，也就是4个老年人家庭中，有1个是处于贫困状态。目前，没有工作的单身老年人，加上养老金在内，平均实际月收入为12万2000日元，一年也就147万日元。
日本为什么会产生这么多贫困人口？最主要的原因，是泡沫经济崩溃之后，日本经济长期处于低迷状态，加上终身雇佣制度的破坏，使得人们的收入和各种保障，比上世纪90年代还要少。同时，离婚率的提高，也导致单亲家庭的增加。
日本的贫困率之高，在西方七国集团中，仅次于美国（16.8%），排名第二。而单亲家庭的贫困率，在经济合作与发展组织（OECD）的35个加盟国家中，排名第一。
日本政府的家庭生活调查报告称，有15%的家庭，没有储蓄，属于“月光家庭”。认为“生活过得辛苦”的家庭，占到56%。而单亲家庭中，感觉“生活艰苦”的比例，高达82%。
从以上的数据中，我们可以看出，作为世界第三大经济大国，日本7个人中，已经有一位属于相对贫困者。半数以上的单亲家庭，过着贫苦的生活。所以，有日本社会学家认为，日本早已经不是“1亿中产阶级国家”，而是“总贫困化国家”。

They had arrived in San Francisco, where their ship was decommissioned, and Paul bet that he would find himself a wife within two weeks. He was a taut, tattooed engine mechanic, six feet tall, with a passing resemblance to James Dean. But it wasn’t his looks that got him a date with Clara Hagopian, a sweet-humored daughter of Armenian immigrants. It was the fact that he and his friends had a car, unlike the group she had originally planned to go out with that evening. Ten days later, in March 1946, Paul got engaged to Clara and won his wager. It would turn out to be a happy marriage, one that lasted until death parted them more than forty years later. Paul Reinhold Jobs had been raised on a dairy farm in Germantown, Wisconsin. Even though his father was an alcoholic and sometimes abusive, Paul ended up with a gentle and calm disposition under his leathery exterior. After dropping out of high school, he wandered through the Midwest picking up work as a mechanic until, at age nineteen, he joined the Coast Guard, even though he didn’t know how to swim. He was deployed on the USS General M. C. Meigs and spent much of the war ferrying troops to Italy for General Patton. His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper. Paul and Clara named their new baby Steven Paul Jobs. When Joanne found out that her baby had been placed with a couple who had not even graduated from high school, she refused to sign the adoption papers. The standoff lasted weeks, even after the baby had settled into the Jobs household. Eventually Joanne relented, with the stipulation that the couple promise—indeed sign a pledge—to fund a savings account to pay for the boy’s college education.
